June 26,2026-Education remains one of the most powerful tools for transforming communities and unlocking opportunities for future generations. Through the Constituency Development Fund (CDF), Government has continued to demonstrate its commitment to ensuring that no child is denied access to education due to financial constraints.
The Secondary Boarding School Bursary and Skills Development Bursary components of the CDF have become a beacon of hope for many families, enabling hundreds of learners to pursue their academic and vocational aspirations without the burden of school fees and training costs. This intervention is not only increasing access to education but is also contributing significantly to the development of a skilled and empowered citizenry capable of driving national development.
In line with its oversight and accountability mandate, Mansa Municipal Council has successfully concluded a comprehensive monitoring exercise involving learners sponsored under the CDF Bursary Programme. The exercise was aimed at assessing learner welfare, academic progress, attendance, institutional support systems, and the overall impact of the bursary scheme on beneficiaries.
Monitoring teams visited various secondary boarding schools across Luapula Province where Mansa Municipal Council-sponsored learners are enrolled. The teams interacted with school authorities and learners to appreciate the progress being made and identify areas requiring support to ensure beneficiaries continue excelling in their studies.
The exercise further extended to Technical Education, Vocational and Entrepreneurship Training (TEVET) institutions located in Muchinga, Central, and Copperbelt Provinces, where skills bursary beneficiaries are undertaking various vocational and technical programmes. These visits provided an opportunity for the Council to witness firsthand how the bursary programme is equipping young people with practical skills that will enhance their employability, entrepreneurship potential, and contribution to the local and national economy.
The monitoring exercise is a critical component of programme implementation as it promotes accountability, transparency, and effective utilization of public resources. It enables the Council to track the performance of beneficiaries, evaluate the effectiveness of the bursary programme, and gather valuable feedback from institutions and learners. The exercise also helps strengthen partnerships between the Council, educational institutions, learners, and their families.
As Mansa Municipal Council concludes this important exercise, the findings continue to reaffirm the positive impact of the Constituency Development Fund on education and skills development.
